g_f01 has the rowid, g_f07 has a parcel id, which is a 6 digit number.
The idea is when adding to the table I only have to enter a parcel id, when I click submit it will run a process that automatically grabs the data for the other columns.

I see. I don't think you need a custom process for that. With some adjustments you can use the super LOV plugin from Skill Builders. Below you'll find a link to the plugin. Also I've added a blog post from Damien Antipa, who describes how he used the plugin to set tabular form items.

Well, without a plugin I don't see an other simple solution than indeed using a seperate page item. Alternatively you can set the row items with an AJAX call when you change a parcel number. That however, does require some knowledge of AJAX of course
