Before I start , I have to admit that I am not a OEM person .
We are going to create 8 RAC DBs in 8 dedicated two-node Clusters .
I want to configure Oracle Enterprise Manager to monitor these DBs. In the past I've configured OEM from DBCA during each RAC DB's creation.
Then , from firefox browser I login to OEM and using DB server's IP and OEM agent's port.
This worked well although I rarely logged into OEM
For this new implementation of 8 RAC DBs, I was asked to create a 'centralized enteprise manager setup' . Any idea what this is ?
I would recommend you to install EM 12c Cloud Control and install 12c Agents to manage/monitor RAC databases.
This EM 12c would have centralized repository database wherein all the targets information will be stored.

As you are new to EM Cloud Control I would also recommend to go through the Overview of Oracle Enterprise Manager Cloud Control 12c to give you a understanding of the product and its Architecture

Also note DBcontrol would be De-supported after 11.2 release so it would be a good idea to start moving from your existing DBcontrol setups if any towards 12c cloud control
