IO Error: Network Adapter could not establish connection

Hi,

I have downloaded sqldeveloper 3.2.20.09.87 in mac.

Started the application, Did a new connection with followig details

User Name : hr

Pwd : hr

Connection type : Basic

Port 1433

SId xe

when i did test connection i got the error 'IO Error: Network Adapter could not establish connection'

What should i do to resolve , and open the SQL developer
