Yes, of course - The PATH variable has been set system wide along with ORACLE_HOME TNS_ADMIN variables, I can run sqlplus from CMD. I see PATH is also properly concatenated with java.library.path visible in "About->Properties" dialog.

What is your JDK version and is it 32 or 64 bit?
We identified an issue with this on Windows yesterday - so you're not imagining anything here.

Anyway, guys, try to put your path to Oracle Home or Instant Client as FIRST path in your PATH environment variable. Apparently Oracle does not read PATH beyond the first component of the variable.
Correct, we can't validate the path past the first entry.
I believe there are still a few wrinkles left to be ironed out with the Client integration with SQL Developer 4. The developer is aware of these and is working on improving the experience for our next update. I've attempted to explain and describe the process for successfully getting the Instant Client going here.
