UNKNOWN publisher with a NON self-signed certificate

I'm a Destop Administrator and we have problems with a signed applet, which is developed in our company, where the unknown Publisher warning is shown in Internet Explorer on our Windows 7 clients  with JRE 1.7 update 45. We used a code signing certificate from TERENA (Owner: CN=TERENA Code Signing CA, O=TERENA, C=NL) with the issuer (issued by) 'UTN-USERFirst-Object'. This issuer can be found under the system certificate type 'Signer CA' in the Java Control Panel (under the Manage Certificates button on the security tab).
When we use the Java Control Panel to import the TERENA pem file (the certificate?) on the users tab and under the certificate type 'Signer CA' the publisher becomes known and our users can trust the certificate....

Can someone explain why the publisher is unknown?

      Kind regards,
