I have the Usage Tracking tables set up in the database and the RPD has been refreshed with these tables. Is it possible to the get the number of logins per user per day?

There is a START_DT field in S_NQ_ACCT but I'm not sure if that is for a query or for just logging into the system.
It seems you obiee version is 10g.
If you successfully implemented usage tracking then you easily get daily login count.
GO--> Usage tracking subject area--> select Username ,count(Username) and select any date column apply filter is current_date then you will get daily user login count.
As far as i know we can only track the usage of requests.The data is populated in these tables only if user runs a report.
Try to use this logical query if it fits in your bi

Use pivot table and put Users."User Name" in exclude section.
