Following instructions here: Plug-in Builder
Under the "Installing Plug-in Builder into an Existing JDeveloper Instance" section, I successfully get to Step 7, at which point "EM Plug-in Builder" is not an option on the Preferences page. I've also tried creating a new project per instructions in the next section, but "Enterprise Manager Plug-in" is not an option in the Categories section of the New Gallery window.
EDK - 220.127.116.11.0
JDeveloper - Studio Edition Version 18.104.22.168.0, Build JDEVADF_22.214.171.124.0_GENERIC_130608.2330.6668
OS - Windows 7 64 bit [Version 6.1.7601]
JDK - 1.7.0_45-b18
The instructions mention using JDeveloper 126.96.36.199 and JDK 1.6, so I suspect version incompatibility may be the problem.
By downgrading to JDeveloper 188.8.131.52.0 and JDK 1.6.0_45, the Enterprise Manager Plugin Builder is now showing up in the Preferences and New Gallery sections, but not to the extent shown in the Plug-in Builder documentation. I only see an option for "EM Plugin Application" in the "Enterprise Manager Plugin" category and "Target Collection" and "Target Type" in the "Metadata" subcategory. I would like to use the "Enterprise Manager Plug-in from sample Plug-in", but it is not available. Any thoughts on this?
Also, any idea when the Plug-in Builder will be supported in JDeveloper 12c?

Build Number: 130913
I had Build Number 130621 and was seeing the same symptoms as reported above. After updating to Build 130913, I now see the option(s) to create from a sample Plug-in.
