Apex Workspace Version: 4.2.0.00.27

I am a newbie apex developer using Application version 4.2.0.00.27 in my development workspace to build a sample application displaying HTML5 charts. The charts are rendering in firefox okay but totally blank and no chart visible in Internet Explorer 9. Unfortunately all my end-users use IE 9.
I could get the HTML5 chart running fine in apex demo workspace http://apex.oracle.com/pls/apex/ which has the latest version of patch updated. i.e 4.2.3.00.08
Can someone advise me if i need to upgrade my personal development workspace to 4.2.3.00.08 so that this issue could be resolved?
My oracle database is Oracle Database 11g Enterprise Edition Release 18.104.22.168.0 - 64bit Production.
This is a standard 2D Bar chart. No custom xml in chart. The application user Interface is desktop.
All our existing production apps are running the old version 4.2.0.00.27 and i am not allowed patch update to the latest version just to fix this problem.
This issue seems to have fixed by itself. For some reason, my company's IE 9 default browser settings - Document mode property (F12 Developer tools) settings was set to Internet Explorer 8 standards (or quirks mode, not sure)yesterday. That is the reason HTML5 charts weren't displaying at all. But today the browser Document mode settings are working fine. The charts are rendering fine.
It is bizzare since i am not using any custom xml inside my chart.
