DBMS_DEBUG is no longer actively developed, but even so, it's client-server debugging. The current debugger interface, the server makes a connection to the client, vs the client to the server. You'll need to open a debug port in the firewall most likely.
If your security folks have questions, please direct them here or to My Oracle Support. Also, we're talking about Development instances, right? You're not debugging in Production environments, which I'm guessing have slightly different security standards.

I opened access on the network from the database to my pc, So now the database can connect to the debugger of my sql developer when doing debugging.
