Could you first confirm that the SOA managed server on port 8001 for machine is up and running via the Weblogic console application? (Should be http://hostname:7001/console, but could be different depending on the install).
If that is running, make sure that the AIA application is listed under Deployments in the same console.
If the application is available, make sure that it is in an Active state.
If it is active, make sure it is targeted to the managed server running on port 8001.
If the above criteria is not helpful, then there may be some indication of why the application isn't starting up in the managed server logs.
