Remember that webcenter suite has various components. You have got UCM, Webcenter Portal & Spaces, Webcenter Sites. All those are different products and you might or might not be interested in all of those.

Now, in term of JDeveloper support, the latest version that will integrate with Webcenter is JDeveloper 11gR1 22.214.171.124. That is the latest one that gives support to webcenter.

JDeveloper 126.96.36.199 doesn't exists yet.
JDeveloper versions appears with new ADF Framework versions not with WebCenter version.
In case of WebCenter 188.8.131.52 and 184.108.40.206 are using ADF 220.127.116.11 as base framework. You should install the correct extension bundle of WebCenter corresponding to the version that are you going to use.

Is the latest version of JDeveloper that allow you to install the latest bundle patches of WebCenter.
Then it's the JDeveloper version that you should download.

You're mixing versions, please read carefully and the first thing is to know what do you want to do.
1) Do you want install a full development environment in a Machine? (At least 8GB of RAM for all environment ).
2) Do you want just develop in JDev and you've already an environment installed?.
I'm asking this because usually is not task of a developer install an environment
Downloading WebCenter Portal 184.108.40.206 (latest version) and RCU 220.127.116.11 <---- means that you want to install a domain and an environment with all Portal features:
1) Install Oracle Database.
2) Install JDK.
3) Install WebLogic.
4) Create schemas with RCU.
5) Install the product WebCenter Portal.
*) Extend the domain for WebCenter Framework Portal (optional).
6) Instal WebCenter Content (optional).
7) Install Web Tier (optional).
Downloading JDeveloper 18.104.22.168 allows to you create Portal Framework Application or extend pre-built Portal. With the automatic "Check & Updates" of JDeveloper you can install the latest WebCenter Portal Bundle extension for 22.214.171.124.

JDeveloper extensions for Portal:
When you install an environment or develop for WebCenter Portal, make sure that you're using exactly the same version as the environment. If you apply a new patch to the environment you should update your extension of JDeveloper.
In addition, check the certification matrix to be aware of installing products not compatible between them (according to the versions).

Then first install WebCenter Portal and Content (if you're going to manage content). In addition, extend the domain with Custom Portal if you're planing to develop Custom Framework Application.
Don't forget after installing apply the latest patches to the environment (126.96.36.199.2 for Portal and MLR-3 for Content).
