open command prompt and set oracle_sid=<sid>
and then connect to sqlplus /nolog as sysdba then startup pfile='' with nomount option then the database starts
it won't give this error when u set the sid.

How are you getting connection ? with what tools are you trying to get connection ?
Oracle10g does not create the service name in the tnsnames.ora file. You have to create ir manually.
Where are you from ? Your name is a latin american name.

I thnk oracle provided install docs with installer is the best to follow. Chk out in ur oracle 10g installable.
Few things to try.
1. Check for the Windows Service "OracleServiceSID" and start it if its not already started. Also make it AUTOMATIC.
2. Check the entry for SQLNET.AUTHENTICATION_SERVICE in SQLNET.ORA file under OracleHome\Network\Admin and set its value to NTS.
3. Check the Windows Service "OracleListenerxx" and start it if its not already started.
4. Check for TNSNAMES.ORA under OracleHome\Network\Admin and confirm that it contains a valid ConnectString for your instance.
5. Goto Command prompt and type this
c:\sqlplus "/ as sysdba"
If you see the result as "Connected to an Idle Instance" then type STARTUP

I am having the same issue as the others - could not resolve the connect identifier specified - and tried the suggestion to set the ORACLE_SID environment variable and start sqlplus from a command prompt. It worked, but when I try to use the Oracle GUI version of sqlplus, I still receive the same error message.
Can some one offer any suggestions?

What is your OS?
Also, if possible, paste your listener.ora contents too.
My listener.ora file is below and my OS is XP Pro 2002 Service Pack 2. My hostname is ict_tjuttelstad and my Primary DNS Suffix is ideorlando.org.
I have tried several items for the hostname entry in my TNSNames file. I have tried my computer name (ict_tjuttelstad) with and with out the primary DNS suffix, localhost, and 127.0.0.1. I haven't tried my actual IP address but am going to try it right now while waiting...
Funny thing is that 9i runs perfectly "right out of the box"...never had problems with Oracle installs until 10g.

Can you try substituting the value of "ACTUAL" IP to ict_tjuttelstad.ideorlando.org
in both listener and TNSNAMES. Backup the listener.ora file stop it then make the modification and start it.
Does it throw any error?
Can you make a backup of your SQLNET.ORA and then remove everything except this line
SQLNET.AUTHENTICATION_SERVICES = (NTS)
Have you included your IP in windows\system32\drivers\etc\host file?
What do you get when you ping ict_tjuttelstad.ideorlando.org?
Can you add TNS_ADMIN in your registry and give it this value
This is just to make sure that it is reading from the right directory.
