I am having the same exact problem!
For me, I upgraded my odp.net to 126.96.36.199 and ever since that I am still able to connect to oracle in a windows project but not in asp.net!!!
Have you found a fix for this yet?
No, I have not found a fix as of yet and I am running out of time. Evidently, it appears to be some type of permissions issue but I can not figure it out.
If we download the 10g data access pac, i wonder if that will have a positive or negative affect.
It might do the trick.
For me. All of my .exe programs (both new and old) work fine. All of my asp.net programs (both new and old) do not work and show the error you saw.
But when I put the same asp.net programs on another server they work fine!
Funny, but it seems that installing the ODP.NET changes things on the ASP side of things.
What was the order that you installed coponents on your server? Maybee installing then in another order might make the problem dissapear.
Zachary, I have found a solution and it works on my computer!
1) Go to your oracle home directory, usually c:\oracle\ora92(or something like that)
2) Right click to "properties" and then go to the "security" tab/
3) Click the "Add" and add "Authenticated Users". Give them all privileges(i.e. allow them to do anything.
4) Click "OK"
5) Restart your computer.
I tried this and everything now works fine.
