Problems using getting EM to start in WIndows IE

Hi;

I am trying to set up 10G on an XP machine.

At this time I am unable to start em via IE 6 like

http://localhost:5500/em. Then I get the page can not be displayed message.

Is this problem caused by an incorrect windows setting
or is there a problem with Oracle ? I am able to view other local Web pages.

I don't know if these two problems are related but I am also unable to access SQL PLus from windows. It doesn't
recognize my password.

I can enter + from the command line ok.
