ORA-01109 database not open

hi ,
my db is oracle 10 g.
operating system is windows 2000 professionals.
watever i am trying to do iam getiing the message ora -01109 database not open.
if iam trying to do ....
create user TEMPDB identified by accumen;
--- iam getting the eeror msg..
: error at line 1.
ora-01109: database not open

please suggest .

I found my solution



I needed to install the system headers and they were not for the text install of Solaris 11.



I did a search to find which package the stdio.h was in.

pkg search stdio.h

basename file usr/include/stdio.h ; pkg:/system/header@0.5.11-0.175.0.0.0.2.1



I then install it and BDB did a configure and make and make install and all work.
