Have a look at this KB article - I was having similar problems to you - it fixed it for me.
You may just need to change a few registry settings and it should work.

I'm also facing the very same problem. Registry settings are right. I checked it. All the folders permissions are right. But, I'm getting the same error "Microsoft OLE DB Provider for Oracle (0x80004005)
Oracle error occurred, but error message could not be retrieved from Oracle.
This is happening only when connecting Oracle from ASP thro' IIS.
Any suggestion is welcome.
I have the same error but I can´t fix that.
Generally speaking, it means that the ODBC is not installed on your server, or the actual ODBC file used on the server are not set to read for the iis permission. I had an issue like this with mysql, I could read it and it opened the connection. When my connection closed, others got this error. Had to add the read flag permissions to the odbc file.
