2 system.dbms_rls.add_policydbms_rls has a public synonym, so you don't need to specify the owner. Anyway the owner is sys and not system.
Try to grant execute privilege to CST2QCC user : as sysdba
SQL> grant execute on dbms_rls to CST2QCC;
DBMS_RLS package belongs to the sys schema and you should be able to execute it directly without putting any prefix. And if trying without prefix doesn't work then you need to grant execute privileges.
It is now working after the Grant.
