I was testing this issue on my laptop. My current OS time zone is GMT-6.00, After changing the time zone to GMT-7.00 this issue is not coming. I am not sure whether this issue is related to OS DST patch or Oracle DST patch.
I have tried, I believe, every option listed in this thread and could not correct this EM/time zone problem. I was running 10gR2 on WInXP-SP2.
I decided to install 10gR1 and had absolutely NO PROBLEMS.
Hopefully, this is an option for some of you.
After 10+ installs, I finally got Oracle 10g R2 up and running on XP. Indeed, it did end up being a DST related issue. I set the OS to the Arizona timezone and created a starter database. Things are up and running now, momentarily. I was going crazy, good thing I was using VMWare and snapshot back.
Not that this helps anyone in the slightest, but I am having the same issue on a new machine. I have installed Oracle hundreds of times and I have never seen this.
Firewall is off, all security (that I can touch) is off.

I have been able to clear this problem on 10gR2 (no patches installed) by editing the emd.properties file and changing the agentTZRegion parameter from New_York (GMT -5) to Halifax(GMT -4). I am on the East coast of the US, and this may be related to the new daylight savings time rules. My OS (Win 2K3 server) is set to GMT -5, so the disagreement isn't at the OS level.
The first database went well, without a reboot. From the command prompt, after I set the SID(set ORACLE_SID=xxx), I issued the commands:
emctl stop dbconsole
emctl resetTZ agent, and
emctl start console.
I was then able to log in without that error message.
When I went to create 2 other databases, I had to reboot the server in order to have the databases respond properly.

I had the same problem. If this happens post-03/11/2007, then it is related to the DST changes. What worked for me was to update the timezone files in the oracore/zoneinfo directory with the updated files included in the DST patches (check the applicable one for you in Metalink doc 359145.1).
Following this, I restarted all services, including DB and DBconsole. Then things worked fine for me.
Just download this update for windows....
and restart the services the EM will be fine ...
I'm not sure if this is out of date now, last post about a year ago, but I found I had the same problem with EM after installing 10.2.0.3.0.
I looked on metalink and found that there were two Notes that I used to fix my problem.
437417.1 which is a quick change and relinking of the agent.
423266.1 which is a description of what patch to run
I implemented the first one and it still didnt fix my issue so I tried the second one and it did work. I'm not sure if I needed both, I suppose trying them in a different order would solve that question.

The issue is resolved,when i check the Environment variable.actually the ORACLE_HOME variable is left blank.
The web interface started working fine,when i updated the path...
Am facing one more problem,the EM is not able to authenticate the Host credentials..
preferences>preffered credentials>set credentials for Host
Am providing the OS Adminstrator username and password for both the Normal user and Previleged User..
It returns the following error..
Connection to aa-PC as user <username> failed: ERROR: Wrong password for user
Am using Vista Home Premium..
Please let me know the proceedings..
I finally got the EM web interface for 10gR2 (10.2.0.1.0) to work on my local Windows XP SP2 test machine by combining solutions from david.d's post of Mar 29, 2007 11:53 AM with user567093's post on Mar 30, 2007.
Just in case anyone else encounters this in the future :-)
I changed the TZRegion parameter from America/Chicago to CST and it worked. I can now access my database through em.
I am running Server 2003 and this was a fresh install of 10.2.0.1
