Are you sure you are using the correct version of JDeveloper? To use BI Beans 10g you need to use JDeveloper 10.1.0.2 as per the documentation:

You must install Oracle JDeveloper 10g 10.1.2.1 build 1913 prior to installing BI Beans 10.1.2.1

From the information you have posted it would appear that you are using a very old version of JDeveloper 9i, which is not supported

          Thanks

            from metalink:
The reason you are seeing this problem is because you are trying to use
OCI driver of JDBC and conflicting version is getting picked up in the path.

In order to use the OCI driver you need also the corresponding client installed
and first in the path - however, to avoid this problem simply use the thin driver
by adding "-j thin" argument as follows:
            bi_installcatalog.bat SCENARIO_TEST SCENARIO_TEST -h DEV2 -po 1521 -sid ORC10GR2 -j thin
