My understanding is that if a monitoring template is part of a template collection associated with an administration group that any changes to the monitoring template are propagated so that the change(s) to the monitoring template affect all members of the group. However, I have made changes that are not propagating (even after synchonization should have occurred).
Is my understanding of the propagation of changes to monitoring templates correct?
Updates to a template collection should be propagated to targets in the corresponding administration group in the next scheduled template synchronization operation. If changes have not propagated, you may want to check the following:
- Template synchronization has occurred by looking at the Synchronization Status.
- Template was successfully applied (e.g. Navigate to Enterprise > Monitoring > Monitoring Templates, select a template and click Past Apply Operation)

Administration groups are a special type of group used to fully automate application of monitoring and other management settings targets upon joining the group.
When a target is added to the group, Enterprise Manager applies these settings using a Template Collection consisting of Monitoring Templates, compliance standards and cloud policies. This completely eliminates the need for administrator intervention.

I think there was a problem with my changes previously.
I tested making a change to a template. I found the expected number of Pending Operations. I issued an on-demand Synchronization of the master administration group and the changes moved from Pending to Synchronized. So the mechanism works for me.
