There are two places only where you can get any software of Oracle. One, at OTN and two , at E-Delivery website. If your desired version is not there at both the places, it's not available. So the answer for you is a no and the advice is that you should switch over to 64 bit. The memory requirements for 11.2 RAC and Grid are higher than the 11.1 or 10.2 and there is not much of RAM that you can have on a 32bit system anyways.

Why are you running 32-bit Windows? Unless your computer is a genuine antique, it is a 64-bit system.
Also, the fact that you are running 32-bit windows is highly suggestive that this is a personal setup and your 32-bit Windows is also a Home edition .. of unknown version since you didn't see fit to share that information. Please be aware that Oracle is not certified to run on any "home" edition of any version of windows.
