Is it mandatory to use flashback for MaxAvailability mode

Currently we are running data guard in ASYNC with Maximum Performance mode  . We are planing to move it to MaxAvailabilty mode with SYNC option.

While enabling fast_start failover from DGMGRL am getting error as below

Error: ORA-16651: requirements not met for enabling fast-start failover

As per my understanding flashback option in this case is for reinstate and at the time of failover or switchover, no need of flashback .

So my question is , is it mandatory to enable flashback ? Is there anyway to enable fast start failover without flashback ?

      Thanks in advance
