Version of SQL Developer, Java, OS, Client (if appropriate)
We're both using 22.214.171.124. We're both on Windows Vista. I'm not sure how to determine the Java version.
I have Java 7 update 45, and he has Java 7 update 51.
I completely uninstalled SQL Developer and the JDK, and reinstalled. I have the latest version of everything, and the mouseover still doesn't work. I noticed that all of my connections and preferences are still intact, which must mean that there is a settings file somewhere that is retaining that information. Perhaps that file is corrupted???

P.S.: Sorry, I keep forgetting the location instructions have not been updated for post-Windows XP versions! These should instead start with...
for everything but the Java path and memory settings, and
for the Java path and memory settings. And keep in mind that AppData is one of those Windows hidden folders.
