As the warning message says, you have to run manual_script_before_install.sql as sys user manually. it locates at \database\scripts\install\PPM_08_03_00.
From the command line, execute:
sqlplus sys/password as sysdba
Run the manual_script_before_install.sql script. This script grants sys.DBMS_REPUTIL privileges to the System user which will be validated during database installation.

I have the same problem, but when i use the command "sqlplus sys/password as sysdba" in cmd, using as Administrator, i get the Error: ORA - 01031: insufficient privileges. How can i fix that problem? I'm using Windows 8.1 Home Premium Edition.
I'm sorry, i'm kinda new to Primavera, and Oracle also. I downloaded Primavera v8.3.2 from edeliverly, install it as instruction, and face the problem ""missing permissions: DBMS_REPUTIL". After reading Wang Xin's reply, i tried on my Windows 7 laptop, it worked magically, but when i used in my another laptop with Windows 8, i faced another problem "ORA 01031: insufficient Privileges". And now i'm very confuse, as i tried many suggestions found on Google, it still there. If possoble, can you please show me step by step, how to over come that problem?

Basically, you need to do add the user to the ORA_DBA group:
- Browse to Start, Settings, Control Panel, User Accounts
- Select the Advanced tab
- Select the Advanced button under the Advanced User Management grouping
- Select Groups
- Right-Click the ORA_DBA group and select Add To Group...
- Add the end user's Windows User Account to the ORA_DBA group.
How do you run the manual script.. is it from the dos prompt?
1. Open cmd prompt >> Type sqlplus / as sysdba; >> connect sys/oracle@XE as sysdba;
2. Type @ <path>\manual_script_before_install.sql
