JVM Heap size of Admin Server

We have a third-party application which runs on Weblogic 10.3.3. on RHEL 5.4. We are experiencing some memory problems and we want to increase the JVM heap size. I actually did the following before :

      set USER_MEM_ARGS=-Xms2048m -Xmx2048m -XX:CompileThreshold=8000 -XX:PermSize=128m -XX:MaxPermSize=1024m

But it did not help. The application is running on Admin Server Domain, so I think what I need to do is to increase JAVA_OPTIONS_ADMINSERVER parameters. But the problem is that I don't know where to put the option on startWeblogic.sh or SetDomainEnv.sh which does not cause any problem (I couldn't find the option on those files). I searched over the internet a little bit but did not help.

I know the questions is a bit primitive, but I'd be more than happy to hear from the kind users of OTN.
