So the command doesn't allow a complete timestamp and you can use the TO_DATE function to specify any format you like.

Your date format is not matching with the default date format(NLS_DATE_FORMAT).
Try the below:
RECOVER DATABASE UNTIL TIME "to_timestamp('18-04-14 01.22.17.291791 PM','DD-MM-YY HH12.MI.SS.FF6 AM')"
Please, no 2-digit years. We fought that battle 14 years ago. We shouldn't still be fighting it today.
