Testing the Oracle Home located at C:\app\oracle\product\11.2.0\instantclient-basic-nt-11.2.0.4.0\instantclient_11_2

Testing client directory ... OK

Testing loading Oracle JDBC driver ... Failed:

  C:\app\oracle\product\11.2.0\instantclient-basic-nt-11.2.0.4.0\instantclient_11_2\jdbc\lib\ojdbc6.jar is not a valid jar file

I downloaded and extracted the instantclient-jdbc-nt-11.2.0.4.0 zip file from Oracle Technology Network, several times.  Still, receiving the same odd error message from Oracle SQL Developer Version 4.0.1.14 test.  The ojdbc6.jar file was extracted into the instantclient_11_2 subdirectory, not the lib subdirectory.  There is no jdbc or lib subdirectories.  Where in configuration is the jdbc and lib subdirectories defined?  I need Oracle SQL Developer 4 to look in the instantclient_11_2 subdirectory.
