Oracle Trading Community Architecture (TCA) is a data model that allows you to manage complex information about the parties, or customers, who belong to your
commercial community, including organizations, locations, and the network of hierarchical relationships among them. Oracle Trading Community Architecture is the
foundation for Supplier Management. This information is maintained in the TCA Registry, which is the single source of trading community information for Oracle
E-Business Suite applications.
The key entities in TCA that are used by Supplier Management are:
- Party sites
- Contact points
In your case customer is already defined as a party, and you would like to import suppliers.
In R12.2, you can use the supplier import process to enable existing TCA organization parties as suppliers in the Supplier Master using the Batch Import functionality.

No, I believe it works in 12.1.3 as well but I have referred to the latest documentation. Perhaps you may want to check the 12.1.3 Oracle Supplier Management Implementation Guide to make sure.
