Please read the following before going much further.
We need to know exactly which product version you are using and on which OS and version is it installed. Please do not use marketing names for version numbers. 11g, 10g, Windows, Linux are not version numbers. For the Oracle products that have a user interface, on the menu click on Help > About to get the complete version number of that tool. This is similar for most software.

I can now connect as i think forms and reports use a different tns file?
I am having issues accessing all my urls, evertime i try to access the url i get the error

i am using oracle 11g 18.104.22.168.0 32-bit, on windows 32 bit server 2003.
Thank you for providing us the version of Oracle Forms and the OS. Oracle Forms 22.214.171.124.0 is not supported on Windows Server 2003 (32-bit or 64-bit). If you go to Oracle Fusion Middleware Supported System Configurations and look at the Certification Matrix for Oracle Forms and Reports 11gR2 (126.96.36.199.0), you will be able to see all of the operating systems supported with Oracle Forms 188.8.131.52.0. This version of Forms should be installed in Windows Server 2008 or Windows 7 per the certification matrix.
On a side note, regarding the Apache bridge error, I would check to see if your WLS_FORMS and WLS_REPORTS WebLogic servers are running. The reason for the error is that the Oracle HTTP Server (OHS) instance running on port 8888 cannot communicate with the WLS_FORMS and WLS_REPORTS WebLogic servers. As an alternative, you can also connect to Forms and Reports directly using ports 9001 (for WLS_FORMS) and 9002 (for WLS_REPORTS). If running Forms does not work using port 9001 (you can verify your actual port numbers by going to Environment --> Servers inside the WebLogic Administration Console), that will indicate that WLS_FORMS is down.
