Could you please put an example on apex.oracle.com? Please include developer credentials so we can login and take a look.
Also, just so we know, what version of APEX are you using and what theme? Have you made changes to the theme?
I am using a custom theme made by the company. I'm on an intership atm so i don't have much knowledge (yet) on what has been changed in the theme that might cause the problem. I'll try to make an example with the same theme if possible.
I thought that may have been the case.
If you look at your (main) page level template, does it have a DTD? Can you share the HTML in the header?
If it's missing a DTD, adding one may fix the issue but create new ones.

Go to edit your page, look on the right hand side at the Shared Components column. Look for Templates > Page. Click that and you'll see your page level template.

Interesting. You have a DTD so the browser isn't running quirks mode. Unfortunately it's difficult to guess what the issue could be. Could be a missing closing tag, a rouge CSS class, etc. An online example would really help.
Perhaps the person that made the template could help you put together the demo?
I've been able to fix the problem. Apparently in the template, there was a CSS line giving the LOV a certain z-index which placed it underneat the banner... after the removal of this line everything works as it should
