If you add more disks, asm will rebalance the data of the asm disk group.
Votedisks however are stored outside the asm disk group, therefore this will have no effect on them.
How many votedisks you have depends only on the redundancy of the diskgroup:
External redundancy requires 1 disk and gets you 1 vote disks.
Normal redundancy requires 3 disks and gets you 3 vote disks.
high 5 disks -> 5 vote disks.
If you want to have new votedisks then create a new normal redundancy disk group containing 3 or more disks and use
crsctl replace votedisk +my_new_vote_disk_group
You MUST NOT remove ASMDISK with VOTEDISK.
NEVER TRY REMOVE A ASMDISK USING ASMCA,ASMCMD or SQLPLUS if exists VOTING DISK on that ASMDISK.
You always must first remove VOTING DISK from ASMDISK using ‘crsctl replace’ and after remove ASMDISK from DISKGROUP.

Again, you help me with question about OCR VOTING (last one about 2 years ago). Now i got it .
We can mirror OCR, no problem by adding more asm disk to OCR diskgroup.
For Votedisk, the only way is replace it with a new diskgroup contain more disk.
