recursive queries access the dictionary tables owner by SYS. If there are inconsistent information due to delete operations on tables like obj# then I could imagine that this kind of error happens: so like John Stegeman I would suggest to contact Oracle support - though maybe Oracle support is not amused to hear about delete operations in the dictionary.
I always hit this error when there are QUEQUEs inside a user schema and then you drop this schema cascade
