DBA_LOGSTDBY_PROGRESS is probably the view you are looking for. You cannot check for one table and you do not need to: the SQL apply process guarantees transactional consistency. This is one limiting factor with tuning the apply processes.

Regarding to the view (DBA_LOGSTDBY_PROGRESS), we have to trust SCN for the data consistency between primary and standby instances.
