There is no default throttling available in BPEL.
You can try to implement the custom throttling by storing the inputs to database table before sending to the end system.

Thanks Albin !! It's surprising why oracle has left this option when its available in OSB .Will go through the reference and check if fits into my implementations
We had used a queue in between and then limited the number of consumers on it through work manager which provided some sort of throttling for us.
You can use throttling in JMS also by using work managers.
