2014 is brand new. You want to take a brand new system and migrate it to Oracle?
On your same sqldev setup, can you connect to 2008, 2005, 2000?

Got there from the Oracle SQL Developer 4.0.x Releases Notes, following the Certification link, then third-party databases link. It is dated March, 2011, but possibly it is up-to-date. Even checking the official jTDS site, it only claims support through SQL Server 2012: jTDS JDBC Driverhttp://jtds.sourceforge.net/

We can connect to SQL 2014 and migrate it - so you should be good to go.
So using jTDS 1.3 in conjunction with JDK 1.7 should put you on the right track. If that's what you have already done, then looking at jTDS - SQL Server and Sybase JDBC driver / Bugs, there may be an issue if the connection is SSL. Otherwise, please provide more details.
