Please let us know more about your issue OS , error message etc.
Moreover did you try to go through URL (http://Servername:7001/xmlpserver/) and let us know what error you are getting.
I clicked on the url and getting the below error. Also i am using windows 7.

The server has not found anything matching the Request-URI. No indication is given of whether the condition is temporary or permanent.
If the server does not wish to make this information available to the client, the status code 403 (Forbidden) can be used instead. The 410 (Gone) status code SHOULD be used if the server knows, through some internally configurable mechanism, that an old resource is permanently unavailable and has no forwarding address
Please follow the below steps.
Locate the startBIP.bat, usually it is under ..\BI Publisher Trial Edition\bip\bin.
From your windows click start then type cmd
then navigate to the directory where the startBIP.bat is located. i.e. cd C:\Oracle\BIPublisherTrialEdition\bip\bin\startBIP.bat
The BIPublisher now will start and you can access the BI Publisher login screen.
Hope this will help.
Just in case that someone else hasn't found a solution yet:
After reviewing a few log files I found a reference to the QTJava.zip file. When I searched for that file in my hard drive, I discovered that there was two QTJava.zip files found in two directories, one is for the java files of BI Publisher and the other was for the Quicktime files directory. I decided to uninstall Quicktime and it resolved everything!!.
Previously, I've installed the Java 6 32bit version and also installed BI Publisher in a non spaced directory, like C:\BIP
