As in standard edition clustering is not supported, what you can do is you can create multiple domain in the same physical server and configure the ip and ports which you have used in the Hardware load balance to send out the request.
Thorugh this atlest you can achieve better performance by having a multiple managed server

Yes you can create two separate domain on two different physical server (without clustering) and have a hardware load balancer to forward the request.
But the concern is Oracle provides license based on the number of physical server, for one physical server you need to have one license, so if you are planning to have two different physical server you may require two license.
