        >the database is running but the instanc is not ,

        what does above mean?

To which instance/database do you refer?

post SQL  & results that show above is true.

SQL*Net & listener are NOT required to connect to any local database.

open Command Window & issue following command

        Tasklist /svc | find "oracle"

COPY the results then PASTE  all back here

the database is running but the instanc is not , the problem that listener can not know the database ?? so how to register the database

The SERVICE is running, the database isn't.  Starting the service does not necessarily start the instance; the service has to be configured to do that.  You need to change a registry setting to allow Oracle to start both.  The registry key is ORA_SMARTHR_AUTOSTART and it should be set to TRUE to start the instance when the service starts.  If that is FALSE then you need to manually start the database/instance from the command line.  Once it's started it should register with the listener.

i checked the log alter it is very big 9MB but, i did not realized what is wrong , and i tried to upload it but it is not possible in this forum

Yes, and then restart the service.  You should find that key in hkey_local_machine\softare\oracle and it's set to FALSE now.  If that doesn't start the instance and database when the service starts something else is wrong and you need to look in the alert_SMARTHR.log file for the errors generated.

Well...I have some alert logs much bigger... but you don't have to post it entirely, it's a text file, just post the last 50 lines or so, it should be meaningful enough.

i need someone to tell me how to Register database service that either has not yet dynamically registered with the listener

If the database is not running, how do you think it could be registered with the listener ? even a static registration wouldn't help much.

I wonder what is wrong with your database & what you should do to fix it.

                                  Well...

Do you know how to increase db_recovery_file_dest_size parameter ? or how to free space within it ?

Also, why is that area so full ? Is this a production database ? If so, don't you do some archivelog backups (with delete input option) ? If not, is it mandatory to run it in archivelog mode ?
