We use the FTP package mentioned previously, it works well.
That said, if you have any 'unusual' proxy server requirements you are unlikely to get the package to work nicely - in which case you might want to use WinSCP to perform the transfers for you and then deal with the resulting files.

We put files in remote disk by oracle directory which directory is hard coded. How can we have popup from APEX to show remote directories and files to make remote address dynamic rather than using oracle directory.
Got no experience with this but this might help you from Don Burleson's site:
