Reverify the mappings and check the output as every stage.
i.e during Import, Validate and export retrieve in excel and verify the figures . Check export in excel that will tell you if feb figures are coming as 23000.
If in FDM the output during export is split then the problem is in Essbase.

The standard behavior of FDMEE is to load data to single period based on you active POV. So FDMEE will not look at your column for period and load it to period as the target period is exported to the DAT file based on your POV period.
You would have to consider using Multi-period files where you put your balances in columns and you configure your import format for that (please take a look to admin guide for details) Your file would look like:
where 1st column is data for Jan and second is for Feb.

Is this possible for accounts as well, or only periods?
If possible, the best for you would be to transpose your data file, to have 1 column for each period.
Then you can use a multiperiod import format and load rule to load your file.
if you want to use accounts as columns you will have to pivot your file prior importing it either in the import format or in BefImport event script.
