You don't mention which version you are using so I have assumed 7.0.

Whether a link prints the contents or downloads it is largely down to the content-type of the file. The mime type is set by the web server and
interpreted by the browser. Usually you get to select that the 1st time you access a given file type. The browser will then remember
if it rendered the file or saved it.

I am using Sun One 6.1.
I tried setting up the directory listing for
/home/user/public_html and it is listing all files under the directory .
but , i need to set up the directory listing for /dataserver/ftp directory.
When i try adding unix-home "from" tag as /dataserver , its giving me error . Is there any way i could do this
PS : i tried one more alternative option . i created symobolic link of dataserver/ftp under /home/user/public_html as testDir. When i hit the link from Browser , testDir is getting displayed but when i click on that am getting error.

If you need to setup access to a generic directory you have to consider several things.
1. Permissions - does the web server user have access to the /dataserver/ftp dir?
2. You can use the mapping given below to provide access.
3. I would avoid links as they are usually a prone to odd errors and often create security holes.
That allows you to map an incoming URI to a specific file system path.
