NLS_LANG and Instant Client Basic Lite

I would like to install Instant Client Basic Lite and ODBC Supplement packages on Windows (2000 and XP) computers in several countries in northern Europe together with an ODBC application. I don't care that the Basic Lite package only supports error messages in english.

The question is: what setting for NLS_LANG should I use? The best (easiest) would be to use the same setting in all countries (both WinXp and 2k). That way the same installer can be used in all countries and there is no need to configure the setting during installation. On the Instant Client front page (http://www.oracle.com/technology/tech/oci/instantclient/instantclient.html) it says "Basic Lite      Smaller version of the Basic, with only English error messages and Unicode, ASCII, and Western European character set support (10.2 only)".

But the only place I can find a detailed list with supported character sets is in the documentation for SQL*Plus Instant Client (http://download-west.oracle.com/docs/cd/B19306_01/server.102/b14357/ape.htm#sthref3926):
"Valid values for NLS_LANG parameters with the lightweight Instant Client are:
      * language must always be American.
      * territory can be any valid territory supported by the Oracle Database.
      * charset is one of the following character sets:
      o US7ASCII
      o WE8DEC
      o UTF8
      o AL16UTF16
      o AL32UTF8"

Is this applicable to the Basic Lite package also?

All date conversions are done in the application, so there should be no problem with using something like AMERICAN_AMERICA for the first part. For the last part however I would like to use WE8MSWIN1252, since that is what the installer for standard Oracle Client sets during installation.
