Pl identify exact version of 11.2 and exact edition of Windows
Many folks in Windows have a better experience by first installing the software only, then using DBCA to create/configure a database - rather than doing it all in one step.
As Srini said, but I don't think its just windows. It seems to be a bit of a timing issue with the database getting self-registered with the listener in time. The installation does not create a listener.ora file. The listener doesn't really need it. Without listener.ora, the listener will start and run with all default values, which is fine but it is then dependent on database automatic registration.
Bottom line, when using dbca to create the database -- either as part of installation or as a follow-on step -- do not select to create the dbcontrol. Get the db created, THEN you can come back with either dbca or emca to create the dbcontrol.
