Ok. Just a quick reply.
You may take a text_column with data type number ans assign 0 or 1 with the condition you need.
IF INV_column is not null then 1 else 0 end if;
and using the 1/0 add the INV-1 or clear INV-1 from the variable.
Hope it will give a clue.
create a temporary table contained (vendor_id, usercode)
at when-new-form instance trigger purge this table where usercode=:global.usercode that logged on
after selection from your LOV , insert the selected( vendor_id, usercode) from the lov into the temporary table at when validate trigger or when_button_pressed for LOV
and your lov sql should look like this
SELECT INVOICE_NUM, INVOICE_DATE, AMOUNT
FROM INVOICES A
WHERE VENDOR_ID not in (select vendor_id from temporary_table
