- or using Maintain User Groups from Location Security settings
I have used Maintain user groups from Location Security settings
In Role Security tab, when you select Intermediate-2, what is checked in User Interface Tab?
Did you add the users to member the FDMEE Location groups which gets created by maintain user group.
If not add the users to the member of that Location groups and try.

can you attach screenshots of the group template configuration in FDMEE?
Also the group in HSS and the user being member of that group?
Have you verified that the location name in the HSS template matches a location in your locations?
Initially, it looks fine for me.
I noticed that your suffix matches with Location name...
can you change the suffix and recreate the groups using a new suffix that does not match location name? You can delete the previous groups.
Or, if you have a group where location is not the same as suffix, can you try logging with user in that group?
I just want to confirm if there any bug/issues when location name is equals to the suffix.
Its working....It means same suffix as location name doesn't work.

I would suggest raising a SR with Oracle Support so they can raise bug. Oracle may change the way Location is parsed from GROUP names.
