In export wizard - no.
use expdp/impdp or dbms_datapump package. Or manually created scripts
Currently the mask defaults to DD-MON-YY, and that causes data fidelity loss.
For example, if I export data from a column that is storing a UTC time down to the second, when I run an export on the data on that table, the best I can get is the date. Is there an option for setting the default mask somewhere? NLS does not seem to affect the export utility.
Sure - just set the DATE format in Tools -> Preferences -> Database -> NLS
This format exports the time down to the second
You can use any valid date format characters.

I just tested and it works just fine.
What is the datatype of the column and which format did you change?
