For some reason I can't see the developer links at the bottom of the page (Page Edit, Session, Debug, etc) How can I fix this? Application Express 4.2.2.00.11

Pls check to see that within your "Edit Application Definition" section, the "Status" is set to "Available with Edit Links".

Unfortunately for me, it is selected as you described, that's why I don't understand why the links are not available . My user has developer privileges and even as administrator (not internal user)
Is your Apex Account a Developer account or is it a User account?
If User then the setting, which does need to be set, wont let you see the links.
This may sound silly, but just checking all the possibilities...
Did you log in to the workspace first? Or did you directly login to your application useing apex credentials?
Do you use one of APEX built-in themes? If not or you use modified theme, check page template for presence of #DEVELOPER_TOOLBAR#
substitiution string in page footer.

I'm using APEX built-in themes, and in fact the #DEVELOPER_TOOLBAR# substitution string is in page footer!!
It might be caused by a known bug....
