No something else might be going on. For me it takes close to 5 minutes to start. check in the logs where is it getting stuck.

Can you please tell us a bit about the machine you are running SOA 12c (OS, CPU, RAM)?
Are you getting anything in the log files?
The machines are all 2.8 GHz + dual cores, with 8 GB RAM.
Which log should I look at and what should I look for.
Browse the logs at this location - C:\Users\<user>\AppData\Roaming\JDeveloper\system188.8.131.52.41.140521.1008\DefaultDomain\servers\DefaultServer\logs
See if the server diagnostics log has any major errors or exceptions. You might want to post the stack trace and a few lines before that. Also look for any files that look like *error.log and go through them.
