Debug callback fails in SqlDeveloper 3.x from VMware workstation 9 W7 to 11g through site-to-site vpn tunnel

In trying to debug pl/sql procedures I get:

      Executing PL/SQL: CALL DBMS_DEBUG_JDWP.CONNECT_TCP( '192.168.15.206', '2600' )

ORA-30683: failure establishing connection to debugger

      ORA-12541: TNS:no listener

      ORA-06512: at "SYS.DBMS_DEBUG_JDWP", line 68

      ORA-06512: at line 1

      Process exited.

This session is running on a Windows XP machine (got it worng in my title question above) that is running in VMware workstation 9 hosted on a notebook running MS W7 Pro.  I have confirmed that there are no port filters on the vpn s2s tunnel, and no firewall running in the local machine where Sql Developer is running.  I have tried entering the debug-from IP address at startup.  The IP address shown above at CALL DBMS_DEBUG_JDWP.CONNECT_TCP( '192.168.15.206', '2600' ) is the correct IP address of my virtual machine.  There is no connectivity issue for anything other than for debug.  SqlDeveloper runs fine and is able to run the procedure I am trying to debug.

I have run out of ideas on my own so I am hoping someone else has seen, and solved, this puzzle.
