Toad uses a different debugger interface, DBMS_DEBUG.
We use the newer JDWP debug package.

It is giving me Insufficient Privilege in Oralce SQL Developer 3.2.20 while performing "Compile for Debug" for a DB procedure , But with the same DB user I am able to perform the activity through TOAD.
You need to grant DEBUG CONNECT SESSION to the user. Have you done that?
I have EXECUTE and DEBUG CONNECT SESSION privilege.

I have the privilege, Also I am able to debug through TOAD but not through SQL developer.
Do i need some extra privilege ?
Post the actual exception you are getting.
Also you just now said you could 'debug' through Toad but your first post said you could not 'compile for debug'.
So clarify at what point you are getting the exception.
Also clarify if you can both compile for debug and actually debug as the procedure owner.
